Job Goal
The Coordinator - MTSS & Section 504 provides districtwide leadership, coordination, technical assistance, professional learning, and monitoring for the District's Multi-Tiered System of Supports (MTSS), Section 504 programs and services, and related student-support systems.

The Coordinator leads the development and implementation of a comprehensive MTSS framework that integrates academic, behavioral, attendance, social-emotional, engagement, and other student-success indicators to support early identification, timely intervention, progress monitoring, and improved student outcomes. The Coordinator also provides districtwide leadership for Section 504 implementation and compliance to ensure eligible students with disabilities receive appropriate accommodations, services, and equal access to educational programs and activities.

Working collaboratively across Educational & Student Services - including School Leadership, Assessment and Accountability, Special Services, Counseling, Mental Health & Student Wellness, Student Success and Resources and other district departments - the Coordinator strengthens campus capacity and promotes aligned, equitable, and effective systems of support for students and families.

Minimum Qualifications
Bachelor's degree from an accredited college or university.
Minimum of five (5) years of successful professional experience in education.
Demonstrated knowledge and/or experience with MTSS, intervention systems, student supports, Section 504, special education, attendance, behavior, counseling, or related educational programs.
Demonstrated ability to use student and system-level data to identify needs, monitor implementation, and improve student outcomes.
Demonstrated ability to communicate effectively with administrators, educators, families, community partners, and other stakeholders.

Preferred Qualifications
Master's degree in Education, Educational Leadership, Special Education, School Counseling, Curriculum and Instruction, or a closely related field.
Valid Oklahoma educator certification or eligibility for appropriate Oklahoma certification.
Administrative certification.
Minimum of three (3) years of successful classroom teaching, counseling, special education, intervention, or comparable direct student-service experience.
Campus or district leadership experience as a coordinator, administrator, instructional coach, intervention specialist, counselor, Section 504 facilitator, or comparable position.
Experience leading or supporting districtwide MTSS, RTI, PBIS, Section 504, attendance, behavioral, academic intervention, or student-success systems.
Experience providing professional learning, coaching, consultation, or technical assistance to educators.

Essential Duties and Responsibilities
The Coordinator - MTSS & Section 504 provides districtwide leadership in the following areas:
Multi-Tiered System of Supports (MTSS)
The Coordinator leads the development, implementation, monitoring, and continuous improvement of the District's Multi-Tiered System of Supports. The Coordinator establishes and supports a comprehensive framework addressing academic achievement, behavior, attendance, social-emotional needs, student engagement, and other barriers to student success. The Coordinator provides guidance and technical assistance to schools regarding effective Tier I, Tier II, and Tier III systems and evidence-based interventions; supports campus problem-solving teams in identifying student needs, selecting appropriate interventions, monitoring progress, evaluating student response, and adjusting supports; and establishes consistent expectations for intervention documentation, frequency, duration, fidelity, and progress monitoring.

The Coordinator promotes the effective use of universal screening, classroom performance, assessment, attendance, behavior, engagement, and other student data to identify students requiring additional support and assists in developing early-warning systems for students at risk of academic failure, chronic absenteeism, disengagement, behavioral concerns, or other barriers to school success.

The Coordinator works collaboratively with schools and district departments to align MTSS with attendance, behavior, counseling, mental health, family support, community resources, special education, services for other special student populations including military-connected student services, and other student-success initiatives. The Coordinator promotes coordinated referral pathways and a continuum of supports that reduces duplication and ensures students and families are connected to appropriate school, district, and community resources. The Coordinator conducts campus visits, reviews implementation and student outcome data, provides differentiated coaching and technical assistance, and builds the capacity of campus leaders and teams to independently implement effective MTSS and student-support processes.

Section 504 Leadership and Compliance

The Coordinator provides districtwide leadership, coordination, case management, monitoring, and technical assistance for implementation of Section 504 of the Rehabilitation Act of 1973 and applicable federal and state requirements, Board policies, and District procedures. The Coordinator supports campus administrators, counselors, teachers, and other professional staff in the identification, evaluation, eligibility determination, development, implementation, and review of Section 504 Plans and provides guidance regarding appropriate accommodations and services necessary to ensure students with disabilities have equal access to educational programs and activities. The Coordinator reviews Section 504 documentation and implementation data, as appropriate, to promote procedural compliance, appropriate decision-making, consistent implementation, and effective services across schools. The Coordinator develops and maintains districtwide procedures, forms, guidance documents, implementation tools, resources, and monitoring systems related to Section 504. The Coordinator supports District administration in responding to Section 504 complaints, grievances, compliance concerns, corrective actions, and Office for Civil Rights matters and provides technical assistance to schools when implementation or compliance concerns are identified. The Coordinator works collaboratively with Special Services and campus personnel to support Child Find responsibilities and appropriate decision-making regarding students who may require general education interventions, consideration under Section 504, or evaluation under IDEA. MTSS processes shall not be used to delay or deny an evaluation when there is reason to suspect a student may have a disability.

Data, Accountability, and Continuous Improvement

The Coordinator develops and maintains systems for collecting, analyzing, monitoring, and reporting MTSS, Section 504, attendance, intervention, and applicable student-success data. The Coordinator uses student, campus, and district-level data to identify trends, disparities, implementation concerns, and opportunities for improvement.

The Coordinator develops dashboards, monitoring tools, reports, implementation measures, and other mechanisms for evaluating fidelity and student outcomes and provides regular reports and recommendations to the Director of Curriculum & Instruction. Working with campuses and district departments, the Coordinator develops improvement or corrective-action strategies when implementation, student performance, or compliance concerns are identified and evaluates the effectiveness of interventions, professional learning, procedures, and district support systems as part of an ongoing continuous-improvement process.

Professional Learning and Leadership Capacity

The Coordinator develops and facilitates professional learning, coaching, technical assistance, and implementation support related to MTSS, evidence-based intervention, progress monitoring, Section 504, attendance, student engagement, behavioral and social-emotional supports, and related student-service systems. The Coordinator develops manuals, toolkits, templates, decision-making tools, guidance documents, and other resources that promote consistent districtwide implementation and strengthen the capacity of administrators, teachers, counselors, interventionists, Section 504/MTSS facilitators, and other staff. The Coordinator provides differentiated support to schools based on identified implementation, compliance, and student-performance needs and maintains current professional knowledge of applicable federal and state requirements, research, guidance, and evidence-based practices.

Cross-Functional Collaboration and Organizational Support

The Coordinator serves as a key connector among Curriculum and Instruction, Assessment and Accountability, Special Services, Counseling and Mental Health, Student Success & Resources, school leadership, and other departments responsible for student achievement and well-being. The Coordinator collaborates with instructional leaders to align academic interventions with grade-level standards and District curriculum; partners with Assessment and Accountability to strengthen universal screening, progress monitoring, data analysis, and evaluation of intervention effectiveness; collaborates with Special Services regarding Child Find and appropriate transitions among general education intervention, Section 504, and IDEA processes; and works with Counseling and Mental Health personnel to strengthen behavioral, social-emotional, and mental-health components of the District's student-support framework. The Coordinator works with school leadership to strengthen administrator and campus-team capacity, reduce unnecessary duplication among programs and departments, improve communication and referral processes, and establish a coordinated continuum of supports for students and families. The Coordinator participates in district committees, cross-functional teams, strategic initiatives, and community partnerships related to student success, attendance, engagement, intervention, family support, and other assigned educational and student services priorities.

Leadership and Professional Responsibilities

The Coordinator supervises, trains, supports, and evaluates assigned staff, if applicable, and provides functional leadership, coaching, professional learning, and technical direction to campus MTSS and Section 504 facilitators without necessarily serving as their direct supervisor. The Coordinator demonstrates collaborative and ethical leadership; establishes positive working relationships with schools, departments, families, community organizations, and external partners; exercises sound professional judgment; protects confidentiality; and maintains a strong commitment to equitable access, continuous improvement, and student success. The Coordinator performs other duties as assigned by the Director of Curriculum & Instruction in support of the District's mission, strategic priorities, and student-support needs.
