Location: El Reno Campus

SUMMARY
Responsible for all benefit enrollment for all faculty and staff. Serves as the district’s primary contact person for assistance with insurance, retirement or other benefit needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
 Performs, expands and oversee new employee on-boarding and orientation processes.
 Processes new employee paperwork, including I-9 verification
 Tracks and processes employee educational reimbursement as per district policy and procedures.
 Implements and interprets human resources policies and procedures
 Prepares and maintains the employee handbook
 Administers employee benefits to include enrollment, termination, audits, trainings, etc., for health, dental, vision and life insurance and retirement programs and ensures enrollment selections are given to payroll.
 Acts as a liaison between employees and insurance providers. Resolves benefits-related problems
 Coordinates FMLA benefits for the District.
 Runs/creates statistical data and reports as directed.
 Files workers’ compensation claims and works with employee and claim representatives to ensure accuracy of information.
 Creates annual contracts for all employees, to include new employees as needed.
 Responsible for COBRA notifications and tracking.
 Schedules employee appointments for yearly Section 125 enrollment. Works with plan administrator to ensure all qualified employees complete annual enrollment in compliance with law.
 Conducts reference checks on possible new hires.
 Schedules annual health screenings, flu shots, and other clinics
 Processes retirement requests.
 Tracks and notifies part-time employees of insurance qualification status in regards to Affordable Care Act regulations.
 Assigns and accrues employee leave plans based on positional benefits
 Attends seminars and workshops to upgrade skills and knowledge in human resources field. Participates in committees to resolve human resource issues, develop performance appraisal instruments, personnel policies, and training needs.
 Assist HR director in submitting and updating OkACTE Positional Institutional Membership data
 Acts as backup for the payroll specialist.
 Aids in all general office functions in support of the human resources director as required/directed. May serve as the point-person of the department when the Human Resources Director is unavailable.
 Travel between campuses to assist all district staff.
 Performs other duties as assigned.

EDUCATION and/or EXPERIENCE
Bachelor’s degree and five years’ experience or equivalent combination of education and experience required. Experience relating to the education field is preferred.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

OTHER SKILLS and ABILITIES
Excellent typing and keyboarding skills; and excellent phone, letter writing and composition skills. Knowledgeable in computer software such as Microsoft Office (Word, Excel, Access, and PowerPoint), Internet, etc. Ability to operate various office machines (i.e., copy machines, fax machines, laser printers).
