JOB DESCRIPTION: CHIEF HUMAN RESOURCES OFFICER
SALARY SCHEDULE: ASSISTANT SUPERINTENDENT
DEPARTMENT: HUMAN RESOURCES
FLSA STATUS: EXEMPT
SAFETY-SENSITIVE: YES

POSITION SUMMARY:

This position handles all staffing processes for all employees as well as the MDTC. Manages recruitment and job placement activities of organization by performing the following duties personally or through subordinate supervisors. Required as part of job responsibilities to perform annual evaluation and recommendation for renewal of employment for the following personnel: Central office administrators, site administrators, certified teaching personnel and non-certified personnel.

QUALIFICATION REQUIREMENTS:

Master’s degree in education, human resources, or related field
Minimum of ten years of experience in the field of education
Minimum of three years of experience in school administration
Ability to perform all essential duties at a satisfactory level

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Plans and directs programs for recruitment, selection and assignment of qualified personnel in all areas.
Supervises all assignments, transfers, promotions and dismissals in accordance with board policy.
Oversees the implementation of the district’s teacher, administrator, and support evaluation programs.
Assists site principals and district administrative staff in planning and anticipating personnel needs.
Maintains and updates a complete file of job descriptions in the district.
Maintains an active file of all employees for personnel records, in order to provide accurate and current matters pertinent to evaluations, contracts, transfers, promotions, tenure, retirement, leave, discipline and letters of commendation.
Counsels with employees, as needed, to resolve complaints, difficulties, and other matters related to personnel management and work with district administrators, as needed, on difficult or sensitive matters and helps to arrange any plans for improvement conferences, disciplinary hearings, and recommendations for the dismissal of an employee.
Serves as lead representative on the Board of Education’s Negotiations Team, assists with the preparation of negotiation requests, and maintains current and historical records of the negotiated agreements.
Monitors applicable personnel and personnel-related board policies and regulations to ensure consistency with practice.
