Director of Communications, Public Relations and Public Information (PIO)

Job Title: Executive Director of Communications, Public Relations and Public Information

Credentials: APR preferred but not required; knowledge of AP Style

 
Education: Bachelor’s degree,  Master’s degree preferred.

 
Training or experience required: Minimum of three (3) to five (5) years of public relations, marketing, or public communications experience, including experience as a public information officer (PIO), preferably in public education.

 
Site: Administrative Services Center

 
Reports to: Superintendent

 
Contract: 260 days.

 
FLSA Classification: Exempt.

 
Essential Job Functions:

 
Develop and implement strategic communication plans for all district initiatives.

Set annual objectives for the district’s communication plan and manage the department budget.

Supervise and evaluate Communications Specialist and Communications Assistant.

Serve as the school district's media spokesperson and liaison between the total school system and the community at large. 

Serve as the liaison between the district and the news media and supervise the production of news releases.

Contact media representatives to initiate articles and news releases about District programs; communicate with media representatives about sensitive or controversial information; create press kits and other media information.

Coordinate crisis communications for the district and deliver timely information regarding crisis and/or emergency situations and be responsive to related requests.  

Participate in regional school safety planning efforts. 

Support leadership in responses to inquiries and complaints received from citizens, news media and school district personnel. 

Provide professional public relations counsel and assistance to the district office administration, School Board and school administrators. 

Recommend innovative strategies of communication for various types of media.

Serve as information liaison between the total school system and the community at large and as an intermediary between school and district-level administrators/officials and the media.

Develop and execute annual internal and external public relations programs, publications, and communications plans. Coordinate the preparation of all district publications except student publications.

Ensure consistent branding and messaging, enhance community support and promote the district’s image.

Provide support to the Superintendent in building relationships with elected officials.

Provide prompt responses to requests for public information about the district.

Promote the district through interactions with civic groups and community organizations.

Develop and facilitate school/community partnerships.

Organize and facilitate the promotion of bond issue elections and other campaigns as directed by the Superintendent.

Develop and maintain a crisis communication plan as an element of the overall district emergency plan.

Serve as the district's external relations and fundraising coordinator: Chamber of Commerce, “Partners in Education,” United Way Campaign, Volunteer Programs, other community partnerships, etc.

Serve as liaison between the district and the NPS Foundation and assist the organization with communicating to the greater community.

Facilitate content production and maintenance of content on the district website, social media outlets, video production, regular newsletters, mass notification system and other communication platforms.

Manage and publish content for multiple markets to multiple social media channels. 

Develop social media strategies, write concept compelling social posts, stories and campaigns, post to social media channels multiple times weekly, maintain scheduling platforms, engage with social audiences to foster an online community, and track data as needed.

Collaborate with team members to create and maintain social media content that attracts attention, generates interest and demands to be shared by our friends, employees and customers.

Work with other team members to collaborate on digital marketing to assist with brand recognition, recruitment and retention efforts.

Facilitate staff development opportunities to train employees on media relations procedures and communicating effectively with the media.

Work with members of the communications team to maintain volunteer training records prior to service in our schools.

Assist with raising funds for district/administrative events as appropriate.

Set annual objectives for the district’s communication plan and prepare a budget for meeting the objectives.

Perform other duties as required.

 
Knowledge, Skills, & Abilities:

An employee in this position must be able to communicate clearly both orally and in writing. Must possess the ability to utilize and promote the use of participatory management techniques. Must possess personal characteristics including, but not limited to, poise, perspective, integrity, flexibility, sound judgment, and the professionalism necessary for success as an administrator in the Norman Public Schools District. Must work collaboratively with students, parents, administrators, and staff. Must be able to handle conflict and utilize problem solving strategies. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit; use hands to handle or feel and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to fifty (50) pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
