JOB TITLE: CHIEF FINANCIAL OFFICER
JOB SUMMARY: The Chief Financial Officer (CFO) is responsible for the development of both an annual budget and a long-term strategic financial plan and projection. The CFO is responsible for ensuring District compliance with accepted governmental accounting practices and reporting, to include, but not limited to, reports to the IRS, Oklahoma Teachers Retirement System, and county and state departments including the Oklahoma State Department of Education.The CFO is responsible for accurate and responsive processes within the District governing the receipt and disbursement of funds in such a way as to support the educational and operational mission of the District in a customer service oriented and fiscally responsible manner. Participate as a member of the Superintendent’s Leadership Team.
ESSENTIAL FUNCTIONS:
•Collaborate with the Superintendent, Information Technology, Human Resources, Operations and all internal stakeholders to facilitate the receipt and disbursements of funds in compliance with local, state and federal guidelines, with an emphasis on customer service and fiscal responsibility.
•Facilitate the District’s budgetary process, including an annual budget, estimate of needs, and long term projections/forecasts.
•Invest available District funds in such a way as to maintain needed cash flow while capitalizing on the maximum interest available while using conservative investment principles.
•Facilitates and supervises the daily operations of the following: accounts payable; accounts receivable; general ledger activities; revenue and asset accounting; purchasing; surplusing; student activity accounting and financial reporting.
•Implements and monitors a system of controls to include, but not limited to: internal controls; external and internal audits; and frequent monitoring of processes and outcomes to minimize the potential for financial risk.
•Utilizes District software and hardware to promote transparence and frequent communication regarding all financial matters with internal and external stakeholders.
•Develops, implements and monitors guidelines, policies, procedures and timetables for receipts and disbursements of District funds.
•Collaborates with Human Resources to support accurate reporting to local, state and federal authorities (e.g. IRS, TRS).
•Facilitates the process to allow the sell, disbursement and payment of general obligation bonds.
•Maintain current knowledge and expertise related to financial practices and local, state and federal reporting requirements.
•Facilitate the collection, disbursement and reporting of federal funds.
•Supervises staff to support efficient and accountable business office functions in accordance with the District organizational chart.
WORKING CONDITIONS:
•May experience constant interruptions, inflexible deadlines, and changes to normal routines.
•The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean, quiet and healthy environment.
•Frequent collaboration with stakeholders, especially internal stakeholders, to provide training and professional development, generate financial solutions to support the mission of the District, and communicate financial trends that may impact the District.
•Attend monthly school board meetings in the evening hours.
•Ability to interact with various software packages and platforms to facilitate workflow processes
necessary for the receipt, disbursement and oversight of District funds.
Responsibilities include: working independently under broad organizational policies to achieve organizational objectives; providing information and/or advising others; and supervising the use of funds.
TERMS OF EMPLOYMENT:
•238 day contract - Assistant Superintendent Scale based on master's degree.
