EPS serves more than 8,000 students in a supportive community of 50,000.
District Administration Magazine recently named EPS a national District of Distinction for its
unique and effective community partnerships. In 2014, we completed $99 million of renovations
and construction across the district, including the addition of two new elementary schools. Local
voters generously approved this year another $93 million to provide schools with more
classrooms, safer entrances, improved technology and facilities to meet the needs of students in
athletics and fine arts. The district promotes innovative learning and the use of technology,
offering iPads, Chromebooks and SMART Boards. The latest bond issue provided 1:1 devices for
all students.
In 2013, EPS, a National Math and Science Initiative district, opened its University Center on the
Enid High campus. With an extensive slate of college dual credit and Advanced Placement
courses, its academic program can save students more than $30,000 in college expenses. The
school’s AP enrollment has quadrupled in the last few years.
Our youngest students benefit from developmentally appropriate full-day Pre-K classes,
including an intergenerational program. A local fundraising campaign and foundation grant
recently garnered $250,000 to create Enid’s first early childhood center. We also have a learning
lab for four- year-old students on the campus of NWOSU-Enid. The heart and soul of our district
is our highly effective teaching staff and support team. Through Professional Learning
Communities, they continue to strengthen instruction and encourage development – for
themselves and for students.
In addition to a dynamic public school foundation, the district has a significant number of
volunteers who help make our schools better places to learn. In the last six years, the
community has donated more than $6.5 million in private funds to EPS for special projects.

Position Summary:
Manage all service and support programs that are available to students with conditions or identified disabilities as required under Individuals with Disabilities Education Act throughout the school district. Directs and provides leadership for a comprehensive special education program to ensure the district provides appropriate services for special education students. Directs leadership in planning and implementing curriculum and instructional improvements for students with disabilities that yield improved student performance. Provides leadership and support to administrators and teachers in the areas of district policy, standardized procedures, and ensures program compliance with all state, federal, and local requirements
Essential Duties:
Direct and administer the district’s special education program to ensure the delivery of needed services for students with special needs
Provide leadership and oversight in developing a collaborative culture of excellence within the Office of Exceptional Student Services
Provide leadership in planning and implementing curriculum and instructional improvements for students with disabilities that yield improved student performance
Provide leadership and oversight in building district and campus capacity in acquiring, analyzing, and reporting data pertaining to students with disabilities
Provide instructional resources and materials to support departmental staff in meeting district and departmental goals
Ensure the provision of professional development opportunities to support special education staff in the instruction of students with disabilities
Stay abreast of current topics, trends, and best practices in the area of special education through a variety of professional opportunities.

Minimum Qualifications (Knowledge, Skills and/or Abilities):
Master’s Degree from an accredited university
Experience working with children and youth in a special education setting; experience in an urban school setting and/or in a multicultural education environment preferred.
Comprehensive and proficiency in theories and principles of learning and evaluation; knowledge of special education principles, theories and laws.
Demonstrate ability to resolve logistical and operational problems related to special education service delivery. Demonstrate knowledge of state and federal special education law.
Demonstrate knowledge of special education programs. Effective oral and written communication skills.
Strong interpersonal skills, strong work ethic and collaborative work style
Five (5) years’ experience in program administration and the supervision of professional personnel;
Five (5) years’ experience in a special education leadership role;
Five (5) years’ experience in leading diverse work teams, program evaluation research methods, and understanding IDEA grant administration;
Solid strategic planning, analytical and decision-making skills;
Excellent communication and organizational skills;
General knowledge of the school District’s mission and goals, programs, facilities, and personnel;
*Relevant experience may be substituted for formal education at a 2:1 ratio. Therefore, for every 1 year of college lacking, 2 years of directly relevant experience may be substituted.

Position Summary: The Director of English Learner Services provides vision, leadership guidance, and support in designing and implementing programs and services to support Oklahoma City Public Schools English Learners (ELs)/emergent bilingual students. This position leads the design, monitoring, and continuous evaluation of programs using formative and summative data. Works collaboratively with others to support improved achievement for all students
Essential Duties:
Develops short and long-range planning, leadership, vision, and development of District policies as they relate to Title III programs, EL and bilingual education programs, and dual language instruction programs. Monitors compliance and effectiveness of program interventions.
Prepares and develops all state and federally-required applications, forms, and reporting in close collaboration with the Office of Federal Programs and other departments as necessary.
Develops and manages Title III budgets and provides expenditure control for the department.
Supervises and evaluates departmental staff responsible for programs and services to EL students.
Stays informed of all legal requirements governing Title III, EL/bilingual education, migrant and immigrant student definitions according to federal law and its implications for the district.
Develops and implements procedures for instructional and support services which are consistent with Federal and State guidelines.
Provides leadership and expertise to all stakeholders that increase equitable access to high standards and high-quality instruction for all English Learners. Utilizes data analysis and/or program evaluation to make informed decisions with a focus on student achievement.
Keeps abreast of state and federal laws, regulations, and interpretations regarding Title III programs, budgeting, finance, and accounting.
Ensures cooperation, collaboration, and communication with administration team members so that ELs are represented in staff development offerings, curriculum planning, textbook/materials selection and adoption, and instruction.
Consults with private school officials as necessary to meet federal equitable services requirements.
