Emergency Responder Coordinator and Site Director

PRIMARY FUNCTION: The Emergency Responder Coordinator is responsible for implementing and expanding customized emergency responder training programs including safety programs for the Western Technology Center District. Promote economic development activities throughout the District by providing training programs for area fire, law enforcement, and EMS services and skill upgrade training for existing agencies. The Emergency Responder Coordinator will also serve as the campus Exposure Control officer at their respective campus. This person will also serve as the site director of the Elk City campus.

SUPERVISORY RESPONSIBILITIES: Supervises one to two clerical and/or other employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

REPORTS TO: This position is assigned to the Office of the Director of Business and Industry Services, who is responsible for supervision and evaluation. Evaluated annually and or semi-annually in accordance with the provisions of the Board’s policy on performance appraisal reviews for Certified Professional Personnel.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or abilities required. EDUCATION and/or EXPERIENCE: Bachelor’s Degree (B.A. or B.S.) from a four-year college or university; in business or public administration preferred; or equivalent combination of education and four years of experience. Fire Service experience preferred. Emergency Medical Services experience preferred.

CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a current and valid Oklahoma Driver’s License and be a U.S. Citizen or possess a U.S. work permit. Must complete and maintain Oklahoma Department of Career and Technology Education BIS Certification.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

OTHER SKILLS AND ABILITIES: Thorough knowledge of general management practices and teaching methods. Ability to deal effectively with the public and school officials. Good working knowledge of the operating practices of vocational education. Excellent communication skills, attention to detail, ability to establish good rapport with department staff, users, vendors, and others is essential.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

1. Must be a self-starter and must practice good time management techniques in order to accomplish the desired results.
2. Assess Fire Department training needs of the fire industry within the Western Technology Center District on an on-going basis to develop beneficial programs and course offerings. Coordinator will also address training needs with area fire departments and coordinate with contract fire instructors to meet that need.
3. Assess the law enforcement training needs of area law enforcement agencies within the Western Technology Center District on an on-going basis to develop beneficial programs and course offerings. Coordinator will also address training needs with area law enforcement agencies and coordinate with contract law enforcement instructors to meet that need. Coordinator will assist schools upon request with their safety training needs.
4. Assess the Emergency Medical training needs of Emergency Medical Services within the Western Technology Center District on an on-going basis to develop beneficial programs and course offerings. Coordinator will also address training needs with area EMS Services and coordinate with contract EMS instructors to meet that need.
5. Assist Industrial/Safety Coordinator in assessing the industrial and safety training needs of business and industry within the Western Technology Center District on an on-going basis to develop beneficial programs and course offerings.
6. Assist Industrial/Safety Coordinator in providing leadership and coordination for the delivery of pre-employment and pre-production training programs for TIP, “Training for Industry Programs” and Existing Industry training agreements, as well as any Industry Specific training. Coordinator will also address safety issues with business and industry and coordinate with contract safety instructors to meet that need. Coordinator will assist schools upon request with their safety training needs.
7. Coordinate curriculum materials for training programs. This includes working with instructors to select and obtain appropriate teaching materials and training aids in order that high quality programs are delivered.
8. Locate and secure the services of qualified contract instructors and make sure that all appropriate paperwork is complete and up to date on all new instructors. All new instructors must fill out an I-9 form and have an e-verify ran before being hired. Submit instructor contracts in a timely manner.
9. Develop or provide a class syllabus and evaluation form for each Industry class.
10. Must ensure that an enrollment form and class roster is on file for every student in each class.
11. Evaluate instructors’ delivery to assure instruction is high quality and applicable to the students’ needs.
12. Arrange for physical facilities and training materials needed for training programs. This includes a basic knowledge of computer and audio-visual equipment such as Laptops, LCD projectors, etc.
13. Serve as the Exposure Control Plan officer at the Elk City Campus.
14. Work closely with the community economic development organizations that are responsible for recruiting new business and industry.
15. Coordinate with full-time programs to keep them up to date on the types of training of their industry is requiring of their employees.
16. Contact emergency responder agencies on a regular basis in order to identify needs and market services.
17. Assist Industrial/Safety Coordinator in contacting industries on a regular basis in order to identify needs and market services.
18. Submit all reports required by the BIS Director, Superintendent, and the Oklahoma Department of Career and Technology Education, including all end of the year closeout reports in a timely manner.
19. Join and participate in professional associations and become involved in community activities.
20. Work with the Public Information Officer to provide press releases and success stories.
21. Network with State Department and other Technology Centers to share resources and instructors.
22. Apply for any special incentive funding for industry related programs through TIP, Industry Specific, Existing industry, etc.
23. Assure that students and instructors are knowledgeable of emergency practices in the event of a fire or storm or intruder.
24. Must participate in all emergency practice drills (fire, storm, intruder).
25. Attend and participate in all regularly scheduled WTC staff meetings.
26. Must attend the Annual Technology Summer Conference, state sponsored safety meetings and all necessary State Department sponsored meetings.
27. Submit travel claims for approval in a timely manner. Travel claims due the first of each month and end of the year by June 30.
28. Annual, personal school business and sick leave forms shall be approved by authorized administrator in writing prior to taking leave. The only exception would be sick leave when the employee is too sick to attend work. A phone call to the administrator is required as soon as possible the day of the sickness.
29. Develop individual goals and objectives that are consistent with the philosophy, goals, and objectives of the School.
30. Assists in upholding and enforcing the rules and regulations of the Board of Education.
31. Maintain a professional attitude through participation in civic and professional organizations.
32. Perform other tasks, duties and responsibilities as may be assigned.
33. Annual and/or semi-annual evaluation will be based on the coordinator’s performance and documentation of the Duties and Responsibilities Criteria listed in the job description.
