PRIMARY FUNCTION: General administration of campus programs and services.

SUPERVISORY RESPONSIBILITIES: Supervise and evaluate student services personnel for the WTC District and the custodial/vehicle supervisor.

REPORTS TO: Administration position assigned to the office of the superintendent who is responsible for supervision and evaluation. Evaluated annually in accordance with the provisions of the board's policy on evaluation.

EDUCATION and/or EXPERIENCE: Master's degree in Education, or related field; experience in/knowledge of CareerTech Education preferred.

CERTIFICATES, LICENSES, REGISTRATIONS: Standard Oklahoma State Department of Education Teaching Certificate with Secondary Principal certification, Standard Technology Center Administrator Credential or willingness and ability to pursue Provisional Technology Center Administrator Credential, School Counselor certification preferred.

LANGUAGE SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.

MATHEMATICAL SKILLS: Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
1. Supervise and evaluate student services staff including positions in financial aid, assessment, counseling, special needs, academic center, career specialist and job placement. This position also supervises and evaluates a receptionist and the custodial/vehicle supervisor.
2. Maintain contact/communications with sending school administration.
3. Be aware of all activities involving students and staff.
4. Implement district policies and all applicable laws and regulations affecting campus operations.
5. Collaborate with Assistant Superintendent on student discipline issues.
6. Collaborate with Student Services staff to provide the best resources and support for student success.
7. Approve any off-campus activity involving students services personnel and/or CTSO activities.
8. Approve leave for student services and maintenance staff.
9. Coordinate recruitment events through collaboration with student services staff.
10. Oversee Career Tech Student Organizations (CTSOs).
11. Approve student services purchase requests.
12. Collaborate with guidance staff and director of instruction regarding career major requests/plans of study.
13. Communicate with bus drivers and collaborate with custodial/vehicle supervisor on part time duties.
14. Contribute to student handbook corrections/revisions.
15. Develop policy and make recommendations to Superintendent.
16. Collaborate with professional development committee chair and director of instruction on plans and activities
17. Oversee WTC’s Crisis Response Team.
18. Develop and analyze student satisfaction surveys for the purpose of improving Student Services.
19. Responsible for overseeing the 504/IEP plans for students with documented disabilities and ensure student needs are met.
20. Work collaboratively with instructional staff and student services to develop strategies for encouraging good attendance.
21. Collaborate with counselors and assessment specialists on WTC’s assessment plan

Description

Plan, organize, coordinate and direct the implementation and monitoring of all federally funded programs to support the district’s educational goals and strategic aims. Establishes and communicates program policies within which all other activities are carried out. Establishes and maintains overall organizational, managerial and accountability structures.

Essential Duties:
• Seeks, identifies and aligns grant opportunities to the priorities of the district using federal, state, and local resources.
• Supports externally funded programs including federally funded Title I through Title X programs under the auspices of the No Child Left behind Act.
• Coordinates partnership activities to assure efficient interface of resources with the needs of partnering schools and communities to be served by the prospective grants.
• Plans, organizes and provides training to staff and community partners to support the successful implementation of the federally funded interventions district-wide.
• Collaborates with all stakeholders to assure the maintenance and integrity of empirical data as required for reporting purposes by the U. S. Department of Education and State Department of Education compliance regulations.
• Coordinates the development and preparation of accountability and evaluation tools and reporting processes; monitor School Improvement program effectiveness and ensure the success of District-wide interventions.
• Visits, observes and collaborates with other state programs to improve, strengthen and enhance the development and effectiveness of all federally funded programs.
• Provides leadership and support for program operations in the areas of public relations, compliance, and administrative services.
• Coordinates with the district’s Curriculum Department to converge resources and create cohesive strategies in the curriculum alignment process.
• Represents the district at National and State conferences, hearings before any Legislative group and provide presentations to educational institutions throughout the State system.
• Provides District-wide progress reports on grant programs as requested by the senior staff and superintendent; distribute departmental or division level reports requested by appropriate directors.
• Advises Oklahoma City Public School administrators and the senior staff on policy and procedural changes and assure Federal, State, and interagency procedures, regulations and statutes are adhered to on an on-going basis.
• Confers with the senior staff and superintendent regarding regulations and guidelines and Board policies, which determines program operations; recommend appropriate modification where necessary.
• Manages multimillion-dollar annual budgets and ensures fiscal accountability for the expenditure of State, Federal and general fund resources.
• Promotes the overall effectiveness of the organization by performing tasks and sharing responsibilities of other members of the Department during peak periods or when there is an overload of duties.
• Performs other duties as assigned.

Required Qualifications • Oklahoma State Department of Education Teaching Certificate;
• Five (5) years’ experience in program administration and the supervision of professional personal;
• Five (5) years’ experience in grants management and education administration;
• Five (5) years’ experience in leading diverse work teams, writing, program evaluation research methods, and grants administration;
• Solid strategic planning, analytical and decision-making skills;
• Excellent communication and organizational skills;
• Comprehensive knowledge of “Quality Management” concepts, tools, and related application in an educational environment;
• General knowledge of the school District’s mission and goals, programs, facilities, and personnel;
